In a sturdy medium pot, warm the oil over medium heat.
Introduce the onions, bell peppers, and garlic to the pot, sautéing them until they become tender, which should take around 4-5 minutes.
Incorporate the rice, black beans, water, cumin, bay leaf, oregano, along with salt and pepper. Allow the mixture to simmer over medium-low heat, stirring occasionally, until the rice has absorbed most of the liquid and is just barely covered by it.
Place a lid on the pot, lower the heat to its lowest setting, and let it simmer for 20 minutes (resist the urge to lift the lid).
Ensure the lid is tightly sealed, as the steam is essential for cooking the rice. After 20 minutes, turn off the heat and let the pot sit, covered, for an additional 5 minutes (do not remove the lid).
