Begin by preheating your oven to 350°F. Prepare a large baking sheet by lining it with aluminum foil.
Slice each asparagus spear in half lengthwise, then chop them into 1-inch segments. In a small mixing bowl, combine the asparagus with minced garlic, 1 teaspoon of olive oil, 1/8 teaspoon of salt, and pepper to your liking. Mix well to ensure even coverage.
Heat a spacious non-stick skillet over medium heat. Add the seasoned asparagus from the bowl to the skillet and sauté until it begins to soften and develop a slight browning on the edges. Once done, remove from heat and return the asparagus to the bowl. Set aside.
In the same skillet, still on medium heat, pour in an additional teaspoon of oil and add the sliced onions. Toss to ensure they are coated in the oil. Introduce a tablespoon of water, 1/8 teaspoon of salt, and a pinch of sugar. Cook while stirring frequently for about 5 minutes, or until the onions are starting to brown and turn translucent. Lower the heat to medium-low and continue cooking for another 5 minutes, or until the onions achieve a rich golden color and are nicely caramelized. (If they seem to be cooking too quickly, reduce the heat and add a little more water.)
To create the tartlets: In each pastry shell, place ½ teaspoon of mozzarella cheese, followed by a layer of the caramelized onions, then the asparagus pieces, and finish with additional mozzarella and a sprinkle of parmesan. Bake for 10 minutes or until the shells are crispy and the cheese has melted beautifully. Garnish with fresh chives and serve immediately.
