This Beef and Broccoli dish fulfills my desire for Chinese takeout while using less oil and sugar compared to typical restaurant offerings.

Sprinkle white pepper over the beef to season it.
In a separate small bowl, combine soy sauce, water, brown sugar, minced garlic, grated ginger, and cornstarch (if desired). Mix well and set this mixture aside.
Heat 1/2 tablespoon of sesame oil in a large nonstick skillet over high heat until it begins to smoke. Introduce the beef and cook, stirring occasionally, until it is nearly cooked through. Once done, transfer the beef to a plate and keep it aside.
Pour the remaining 1/2 tablespoon of sesame oil into the skillet, then add the sliced onions. Sauté them until they become tender, which should take about 8 minutes.
Incorporate the blanched and drained broccoli into the skillet and cook for 1 minute. Next, pour in the prepared sauce and stir well to ensure everything is evenly coated.
Add the beef back into the skillet and continue to cook, allowing it to finish cooking and the sauce to thicken slightly, which will take about 3 more minutes.
Serve the mixture on plates over a bed of rice or vegetable rice. Top with sesame seeds and chopped scallions for garnish.
