In the Instant Pot, place the onions and peppers at the bottom. Drizzle the tomato sauce and water over the mixture, then add the olives along with a bit of their brine. Follow this by incorporating the beef, cumin, and bay leaf.
Secure the lid and set the pot to high pressure for 25 minutes. Once the cooking time is complete, allow the pressure to release naturally. Then, switch to the sauté function and let it simmer for 5 to 10 minutes until the sauce thickens.
For slow cooking, set the cooker to low and let it run for 8 hours.
In a large, deep skillet, heat a small amount of oil over medium heat. Sauté the onions and peppers with a pinch of salt for about 2 to 3 minutes. Next, mix in the tomato sauce, one can of water, olives, brine, cumin, and stir well. Add the beef and bay leaf to the skillet.
