Begin by setting your oven to 425°F. Lightly coat a 9 x 12 or a large oval baking dish with cooking spray.
In a mixing bowl, combine the diced potatoes with 1 tablespoon of oil, 3/4 teaspoon of salt, garlic powder, and black pepper, then toss everything together until well coated.
Place the potato mixture in the oven and roast until they are tender, stirring every 15 minutes, for approximately 45 to 55 minutes.
While the potatoes are baking, warm a sizable nonstick frying pan over medium-low heat. Apply a bit of cooking spray and fry the eggs in batches sunny-side up, cooking them until the whites are just set, which should take about 2 to 3 minutes for a runny yolk, or longer if you prefer a firmer yolk.
For assembly, distribute the roasted potatoes into four bowls, then top each with 1/3 cup of chorizo, two fried eggs, crumbled cheese, 1 ounce of avocado, and finish with a sprinkle of scallions or cilantro for garnish.
