Begin by soaking the black-eyed peas in 6 cups of water for a full night.
The following day, drain the peas and eliminate the soaking water, then place the peas into the slow cooker.
Pour in 4 cups of fresh water, and add bay leaves along with the ham.
Secure the lid and set the cooker to high, allowing it to simmer for 6 hours or until the peas become tender.
Once the 6 hours have passed, heat oil in a large skillet and sauté the onion, garlic, bell pepper, jalapeño, and tomato until they soften, which should take about 6 minutes.
Transfer the sautéed mixture to the slow cooker, then generously season the black-eyed peas with salt, cumin, chili powder, and black pepper.
Cover the slow cooker again and continue cooking on high for an additional 1 to 1 1/2 hours.
Remove the bay leaves before serving the dish.
