In a small mixing bowl, whisk together vinegar, water, shallots, salt, and pepper until well combined.
Slowly drizzle in the olive oil while stirring continuously until the mixture is fully blended.
For the shrimp: If you're grilling outdoors, make sure to soak wooden skewers in water for at least 30 minutes beforehand.
Sprinkle the shrimp with seasoned salt and fold in the crushed garlic until evenly coated.
Skewer the shrimp onto the soaked wooden sticks.
Preheat your grill or indoor grill pan to a medium to medium-high heat. Once it's hot, spray the grates with a light coating of oil, then grill the shrimp for approximately 1 to 2 minutes per side. Once cooked, set them aside.
In a large bowl, combine the romaine lettuce with the prepared dressing, tossing to coat evenly.
Portion the salad onto four plates, then garnish with pieces of watermelon, crumbled goat cheese, and the grilled shrimp on top.
