Using a mini food processor, or alternatively, finely dice the tomato, garlic, and cilantro by hand.
In a spacious skillet, cook the ground turkey over medium heat until browned, seasoning it with salt and cumin according to your preference.
Once the turkey is browned and thoroughly cooked, incorporate the scallions, the diced tomato mixture, peas, diced potatoes, tomato sauce, water, cumin, salt, and the bay leaf into the skillet.
Cover the skillet and let it simmer on medium-low heat, stirring occasionally, until the potatoes are tender, which should take about 25 minutes.
If the mixture appears too dry, feel free to add extra water. Before serving, remove the bay leaf and consider serving it over rice if you like.
