In a large, deep skillet, warm up over medium-high heat. Introduce the ground beef along with 1/2 teaspoon of salt and paprika. Sauté the meat, crumbling it into smaller bits until it's nicely browned, which should take about 5 to 6 minutes. Next, toss in the chopped onion and minced garlic, cooking for an additional 2 to 3 minutes until you can smell their fragrant aroma.
Pour in the tomato sauce and Worcestershire sauce; allow the mixture to simmer until it thickens and becomes almost dry, approximately 2 to 3 minutes.
Incorporate the chicken broth and pasta, then bring the mixture to a boil. Once boiling, reduce the heat to medium-low and cover the skillet. Let it simmer for 8 to 10 minutes, stirring halfway through, until the pasta is nearing tenderness and most of the liquid has been absorbed.
After removing the lid, add the milk and continue to cook, covered, stirring occasionally over medium-low heat until the pasta reaches an al dente texture and the remaining liquid is mostly absorbed, about 8 to 10 minutes.
Take the skillet off the heat, remove the cover, and fold in the cheddar cheese until it's melted and evenly distributed.
