Begin by setting your oven temperature to 375°F (190°C).
Line a baking sheet with parchment paper or a silicone mat. If you opt for parchment, lightly coat it with cooking spray to prevent sticking.
In a medium-sized mixing bowl, blend together the flour, baking powder, sugar, cinnamon, and salt, whisking thoroughly.
Incorporate the yogurt and raisins into the mixture, using a fork or spatula to combine until the texture resembles small crumbles.
Lightly sprinkle flour on a clean surface, then transfer the dough from the bowl. Knead the dough gently for about 10 to 15 turns, until it feels tacky but not sticky, ensuring it doesn’t leave residue on your hands when you pull away.
Divide the dough into 8 equal portions and shape them into balls. Arrange these on the prepared baking sheet.
Brush the tops with an egg wash. Place the baking sheet on the top rack of the oven and bake for 25 minutes. Allow to cool for at least 30 minutes before adding icing.
In a small bowl, mix the powdered sugar with milk until you achieve a smooth consistency. Pour this mixture into a small zip-top bag and snip off the corner. Drizzle the icing over the buns in a cross design.
Preheat your air fryer to 325°F (160°C) and set the timer for 11 to 12 minutes.
Cook the buns in batches, ensuring not to overcrowd the air fryer, for 11 to 12 minutes, or until they turn a golden brown. There’s no need to flip them during cooking.
Allow the buns to cool for at least 30 minutes before icing.
