In a small mixing bowl, whisk together the soy sauce, 2 tablespoons of water, brown sugar, sesame oil, and red pepper flakes until well blended.
Preheat a large deep nonstick skillet over high heat, then lightly coat it with cooking spray. Add the ground beef and cook, using a wooden spoon to break the meat apart, until it’s fully browned, which should take around 5 minutes.
Incorporate the onion, garlic, and ginger into the skillet, stirring for about 1 minute.
Drizzle the prepared sauce over the beef mixture, cover the skillet, and let it simmer on low heat for 10 minutes.
To create the bowls, add 3/4 cup of rice to each bowl, then generously top with approximately 2/3 cup of the beef mixture, followed by slices of cucumber, a dollop of Gochujang, sesame seeds, and chopped scallions.
