Mix the Ingredients: In a bowl, combine the lemon juice, water, Dijon mustard, minced garlic, Italian herbs, dried parsley, kosher salt, and freshly ground black pepper. Whisk the mixture until well blended.
Incorporate the oil: As you whisk, gradually pour in the extra virgin olive oil. Keep whisking until the mixture is thoroughly emulsified.
Season and Serve: Sample the vinaigrette and tweak the seasoning according to your preference.
Store in the refrigerator, covered, for up to a week. Be sure to shake well before using to blend the oil back in.
