In a medium-sized bowl, combine the chicken and fish sauce. Sprinkle in the cornstarch and toss everything together until the chicken is well-coated. Set this mixture aside for later use.
In a large nonstick skillet, heat 1/2 tablespoon of oil over medium-high heat.
Once the oil is hot, add the minced garlic and grated ginger; stir-fry for about 30 seconds.
Incorporate the bell peppers, along with the chili pepper if desired, and the pineapple pieces; continue to stir-fry for 3 to 5 minutes or until the bell peppers reach a tender-crisp texture. Pour in the sauce and cook, stirring, until everything is heated through. Then, remove the mixture from the skillet.
