In a saucepan, bring water and salt to a vigorous boil over high heat.
Stir in the quinoa, then lower the heat to medium-low. Cover the pot and let it simmer until the quinoa becomes tender and the liquid is fully absorbed, which should take approximately 18 to 20 minutes.
Use a fork to fluff the quinoa and allow it to cool down.
After it has cooled, in a large mixing bowl, combine the kale, dried cranberries, mint, olive oil, lemon juice, lemon zest, and scallion.
Chill in the refrigerator until you are ready to serve. Enjoy it cold.
