In a cast iron skillet, warm the oil over medium-low heat. Introduce the onions and peppers along with a pinch of salt and pepper. Mix thoroughly to ensure they are well coated, then place a lid on the skillet.
Allow the mixture to cook, stirring occasionally, until the onions turn a rich caramel color, which should take approximately 15 to 20 minutes.
In the meantime, season the shrimp with chipotle chile powder, along with salt and pepper to taste.
As the onions are caramelizing, heat a separate large skillet over high heat and pour in some oil.
Once the oil is shimmering, add the garlic and shrimp. Sauté for roughly 2 minutes on each side until the shrimp are fully cooked. Remove from the heat source.
Squeeze the juice from the lime over the shrimp and mix in the cilantro. Toss everything together well.
Combine this shrimp mixture with the sautéed onions and peppers, then serve alongside warm tortillas.
