Combine the beef chunks with sweet paprika, hot paprika, onion powder, garlic powder, and salt in a mixing bowl.
In a large skillet, warm up over medium heat and apply cooking spray. Sear the beef until browned on all sides, doing this in two separate batches. Once browned, move the beef into the slow cooker.
In the same skillet used for the beef, add the onion, garlic, and flour; sauté for 2-3 minutes until fragrant. Then, transfer this mixture to the slow cooker.
To the slow cooker, incorporate the bell pepper, beef broth, crushed tomatoes, caraway seeds, and brown sugar (if you choose to use it). Mix well. Place the bay leaf on top, cover, and let it cook on low for 8 hours or on high for 4 to 6 hours.
When serving, top with a dollop of sour cream and a few caraway seeds, if you like.
