In a sizable mixing bowl, blend together ground beef, cooked rice, chopped onion, minced garlic, Pecorino Romano cheese, fresh basil, egg, 3 tablespoons of crushed tomatoes, and 1¼ teaspoons of kosher salt. Use a fork to thoroughly combine all the ingredients.
In the bottom of a large saucepan that can accommodate the peppers upright, mix the remaining crushed tomatoes, water, and the leftover salt.
Spoon 1 cup of the beef and rice mixture into each bell pepper, then place the stuffed peppers into the prepared sauce. Pour a little of the sauce over the top of each pepper.
Cover the saucepan and simmer the peppers over medium-low heat for 35 to 45 minutes, or until the peppers are soft and the meat is fully cooked in the center. Afterward, spoon more sauce over each pepper and sprinkle 2 tablespoons of mozzarella cheese on top. Cover again and cook until the cheese has melted, approximately 5 minutes.
