In a medium-sized, sturdy pot with a well-fitting lid, warm the oil over medium heat. Sauté the scallions, cilantro, and garlic for approximately 2 minutes, or until they become tender.
Incorporate the tomatoes and continue to sauté for an additional minute, until they soften.
Introduce the rice and sauté for another 2 minutes, stirring frequently to ensure even cooking.
Pour in the water, add the bouillon cube, sazón, and 1 teaspoon of salt.
Add 4 cups of water and taste the mixture for seasoning; it should be adequately flavorful and salty, so adjust the salt if necessary.
Allow the water to come to a vigorous boil over high heat, stirring once during this time.
As the water reduces to just barely cover the top of the rice, lower the heat to the minimum and cover the pot. Let it cook for 15 minutes.
Keep the lid sealed during this time, as the steam will be responsible for cooking the rice.
After the 15-minute cooking period, turn off the heat and let the pot rest for at least 5 more minutes without removing the lid.
The remaining steam will finish cooking the rice without scorching the bottom. Finally, use a fork to fluff the rice and enjoy your dish.
